Library Services Specialist (#2CLR17)
The Chabot-Las Positas Community College District is seeking a Library Services Specialist for Chabot College in Hayward. Under direction, the specialist assumes responsibility for assisting in managing the operations and budget of the Library and performs a variety of specialized technical and complex tasks of varying degrees of difficulty and responsibility in support of various Library functions and service areas (s). The position reports directly to the Dean, Language Arts.
Assignment/Salary
The position is full-time, Monday - Friday, 8:00 a.m. – 5:00 p.m., 12 mo/yr. Employment will begin on or about September 16, 2008. The salary is $4,938.33/mo. (Range 45, Funding: 100% District).
Minimum Qualifications
Education and Experience: Equivalent to completion of high school with additional education in library science or a related field AND five years of responsible technical library experience OR equivalent combination of education and experience that indicates possession of the knowledge, skills, and abilities necessary to successfully accomplish the work.
Demonstrate sensitivity to and understanding of the diverse academic, socioeconomic, cultural, and ethnic backgrounds of community college students, including those with physical and/or learning disabilities.
Knowledge of: Library systems, terminology, procedures, equipment, products, and services; budgeting principles and practices; purchasing principles and practices; principles of staff supervision, training and evaluation; record keeping and report preparation principles and practices; proper English usage, grammar, spelling, and vocabulary; modern office methods, procedures, practices, and equipment including personal computers and related software including office applications, accounting/financial systems, and Library automation software; interpersonal relationship skills using tact, patience, courtesy, and diplomacy; standard operating practices associated with the assigned work area(s).
Skill in: Operating a variety of office equipment including computers and supporting word processing, spreadsheet, and specialized Library applications; and entering, modifying, and retrieving data using a computer at a speed necessary for successful job performance.
Ability to: Manage the day-to-day operations of the Library and oversee classified staff in the absence of the Library Coordinator; assist in managing the operations and budgets of the Library; assist in analyzing all library operations and providing recommendations for improvement; participate in the development and implementation of Library policies and procedures; oversee assigned Library area(s), functions, and services; perform specialized technical work with accuracy and speed under minimal supervision; demonstrate a pleasant demeanor and service-oriented attitude and behavior in assisting students, faculty, and the general public; perform a full range of Library duties in an automated environment; retrieve, create, edit, maintain, and update records, files, and documents using automated Library software, databases, word processing, and other standard office applications; work effectively under pressure in a fast-paced environment with constant interruptions; work independently as well as in a team-oriented environment; independently follow through and complete assignments within specified deadlines accurately and efficiently; use judgment in organizing and prioritizing work; schedule, supervise, review, and evaluate the work of assigned student assistants and other assigned staff; understand and follow oral and written instructions; relate effectively to people of varied backgrounds; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work.

Desirable Qualifications
- Experience in a community college or other academic library setting; experience working with vendors to order Books, Audiovisual, Periodical and database materials; experience with the Sirsi integrated library system or another similar system that includes experience using the Acquisition and Serials Management Modules; experience supervising student workers.
Duties and Responsibilities
- Assist in managing the operations and budgets of the Library; assist in analyzing all Library operations and providing recommendations for improvement; participate in the development and implementation of Library policies and procedures; assist in notification and implementation of policies and procedures from the District office;
- In the absence of the Library Coordinator, manage the day-to-day operations of the Library; oversee classified staff and serve as a resource to other classified staff to resolve operational issues; serve as a liaison to management staff to resolve major issues; maintain schedule of Library personnel;
- Assist in maintaining annual budget for Library funds including categorical and regular funds; assume day-to-day management of all Library budget accounts; serve as liaison between Chabot and Las Positas Libraries in budgeting issues related to the shared library system;
- Utilize the District’s computerized accounting system; input orders for assigned areas; research availability of funds for the Library; resolve discrepancies and determine balances of unencumbered funds;
- Order equipment, software, and services for shared library system; enter into District system;
- Assign appropriate account number to library expenditures; review library requisitions for accuracy and sufficient funding; authorize invoices for payment;
- Assist Library Coordinator and division administrators to ensure special money awarded to Library is properly spent in a timely manner;
- Assist with and provide information and assistance related to a variety of personnel and payroll duties; manage personnel and payroll forms for the Library; review and process monthly timesheets including those for student assistants, classified staff, and hourly faculty; update part-time librarian salary step increase information;
- Schedule library orientations; coordinate submitted class assignment and instructor needs with available timeslots of both librarian and classroom;
- Perform acquisitions duties; coordinate requests, assign purchase order numbers, and order library books;
- Manage Library standing orders and periodical and microfilm subscriptions; claim missing issues/publications; maintain order records;
- Order and maintain records for electronic database subscriptions;
- Oversee procedures for ordering audiovisual materials;
- Oversee the selection and ordering of supplies used in the library;
- Reconcile materials received with invoicing; resolve discrepancies;
- Return materials; follow-up on late shipments;
- Oversee periodical check-in;
- Maintain a variety of records and files; prepare necessary correspondence and reports including those requested by county, state, and federal agencies;
- Support overall library operations and services through projects and other duties as appropriate and assigned;
- Attend professional development courses as appropriate; and
- perform other related tasks as required.
